About Clearfield's Form of GovernmentClearfield City operates under the six-member council form of government. The city council serves as the legislative body establishing policy and setting the budget. The mayor serves as the city's chief political officer and is the city's ceremonial head. The mayor sets the council's agenda, chairs the council meetings and votes to break a tie. Additional duties are assigned to the mayoral position via state statute that are not transferable to either the council or the city manager. The mayor is elected to a four-year term and the council members are elected at-large on staggered four-year terms. The mayor and council appoint a professional city manager to serve as the city's chief administrative officer responsible for managing the day-to-day affairs of the city's six departments (Executive, Community Services, Community Development, Public Works, Administrative Services and Police), its 350+ employees and executing its $30+ million budget. The city manager reports directly to the Council and serves at their pleasure. About the City ManagerChris Hillman has served as Clearfield's city manager since 2006 and has been involved in the municipal management profession since 1998. Prior to coming to Clearfield, he served as the City Administrator for Eagle Mountain, UT from 2002 to 2006, as the Assistant to the Chief Administrative Officer in Sandy, UT from 2000 to 2002 and as a Management Analyst and Management Intern for Sandy from 1998 to 2000. Chris received his BA degree in Public Relations from Brigham Young University in 1993. He spent the next year in Washington, D.C. working in public affairs before moving back to Utah in 1994 to work in the marketing, communications and financial fields before beginning his post graduate work in public administration in 1997. Chris graduated with his Masters of Public Administration degree from Brigham Young University in 1999 with a dual emphasis in city and financial management. Brigham Young University then invited Chris back to the Marriott School of Management in 2000 to serve as an adjunct faculty member and teach an undergraduate public finance class, which he did until starting with Clearfield City in 2006. Chris is a member and credentialed manager with the International City/County Management Association (ICMA). He is a member of the Utah City/County Manager’s Association (UCMA) where he is currently serving as Vice President and has served as a board member. He is also a member of the American Society for Public Administration (ASPA) where he serving as Immediate Past President and has served as President and board member. He is also currently serving as a member of the Utah League of Cities and Towns’ (ULCT) Legislative Policy Committee. |
