Clearfield City and The Lotus Group Enter Into a Development Agreement
on Former Clearfield Mobile Home Park Property

Clearfield, UT (October 31, 2019) – On Tuesday, October 29, 2019, the Clearfield City Council approved a development agreement with The Lotus Group (Lotus) that addresses the redevelopment of a 15-acre parcel in the “heart” of Clearfield’s future downtown. This three-phase, multi-year, redevelopment plan includes the installation of a public park, the completion of public infrastructure and master planned streets, and an array of housing options to include market-rate and affordable workforce townhomes and flats on the property. 

The site of the development is the former “Clearfield Mobile Home Park” (CMHP), which was located at 442 South State Street.  The City purchased the CMHP in spring 2018, to facilitate and control this section of redevelopment along the aging State and Main Street corridor.  City Manager, JJ Allen states, “the acquisition of the CMHP property was an aggressive and calculated move by the City Council to purchase key property identified in the City’s 2016 small area plan.”  

Spencer Brimley, the City’s Community Development Manager explains that “the small area plan identifies four primary areas or nodes within the downtown corridor of the City that are ripe for redevelopment.”  Brimley continues, “The City’s small area plan was adopted by our City Council in 2016, after a year-long process that included public outreach and strategic planning with both members of the community and professional third party experts.  We are excited to see redevelopment consistent with the small area plan, not only with this development agreement, but with the already occurring construction of a new county library and the addition of over 20,000 square feet of new commercial businesses along State Street.”  

The City worked closely with Lotus during the past 18 months, which ultimately resulted in this  development agreement to continue the mission of the City to improve its image, livability, and economy.  “We couldn’t be more thrilled with the continuation of this partnership with Lotus,” Mayor Mark Shepherd says of the agreement, “the care and quality that Lotus brings to the table, as well as their desire to collaborate with the City sets the stage for major development improvements along the corridor. It’s exciting to see the efforts of the past ten or so years finally coming to fruition.”  

Lotus specializes in redevelopment projects and is actively helping communities along the Wasatch Front create sustainable urban residential and commercial projects.  Notable projects for Lotus include the Riverwalk, located in downtown Ogden, renovation of the Keisel Building on Ogden’s 23rd street, and the creation of townhomes and live-work units in Salt Lake City (both downtown and Sugar House), Ogden City, Murray City, and many others.
